Michael JamesPresident
Michael is Vice President of Client Development for Nomad and has been working in the corporate housing and relocation space for over 12 years. He has been a member of the Portland Relocation Council since 2015 and a board member since 2018. Prior to joining the relocation industry, Michael worked in Finance where he held several positions working for a family owned community bank. In addition to his PRC involvement, Michael is a board member for the PSRC (Puget Sound Relocation Council) in Seattle and a member of BAMM (Bay Area Mobility Management). Outside of work, Michael enjoys adventuring with his wife and their doodle in their RV, attending concerts whenever possible and tackling more home renovation projects.
Matt AllisVice President
With almost 15 years of experience in the global mobility industry, Matt Allis brings a wealth of knowledge and leadership to his role as Senior, Talent Mobility Practices with NIKE. Beginning his mobility journey with Cartus, he held a variety of roles before relocating to Oregon to help establish the Cartus/NIKE onsite program. Matt later joined Vestas as the North America Mobility Manager, further expanding his expertise in regional and global mobility strategy. He has since returned to NIKE, where he now plays a key role in shaping the talent mobility practices that support a dynamic and global workforce. Outside of work, Matt might as well hold an honorary zoology degree being a proud dad of two daughters, three dogs and two cats. He’s an avid ultimate frisbee player, rock climber, and hiker, and spends his remaining time trying to decipher the deeper meaning of the term – 6’7.
Kathryne PsihogiosPast President
Kathryne has been at Cascade Hasson Sotheby's International Realty since 2006. She’s currently leading the team for relocation and corporate services. Kathryne takes pride in her role as a connector, fostering relationships and helping others. The real estate industry has always been a passion. As a member of PRC for many years, she joined the PRC Board in 2020, where she began as the Education Chair. She’s a member of Worldwide ERC and is actively involved in Relocation Director’s Council. She holds the Certified Relocation Professional (CRP) designation. As an alumna of the University of Oregon (Go Ducks!), she values learning and development. Beyond her professional achievements, Kathryne is a devoted wife and mother, actively immersed in her Greek culture. In her leisure time, she enjoys outdoor activities like hiking and skiing, has a passion for cooking, and takes pleasure in attending concerts. A long-time resident of Portland, OR she appreciates the city's unique charm and loves the chance to explore the restaurant scene. I’m honored to have had the opportunity to serve as President of Portland Relocation Council.
Alexander PelkaTreasurer
Alexander has been with Moveauto since 2015 and has spent the same amount of time working in the mobility industry. He is currently the Director of Sales, specializing in auto relocation in both the COD and corporate space. Originally based in the Bay Area, he relocated to Portland in 2021. He has been an active member of PRC since 2017 and truly values the community and connections this organization provides. Over the years, he has also been a member with other regional groups including BAMM, PSRC, ARA, RMRC and CMARC, and had the privilege of serving on the BAMM Board in 2020-2021 as the Membership Chair. He’s looking to continue growing and strengthening relationships across our industry and helping our mobility community thrive and collaborate with one another.
Kate TarnowskiSecretary
Kate started her career in relocation with an internship on the Intercultural and Language Solutions team at Cartus (then Cendant Mobility). Over nearly 10 years with Cartus, Kate held roles supporting language training and international relocation, moving from Chicago to join Cartus’s on-site team at Microsoft in Redmond, Washington. After a brief stint as the on-site consultant from Cartus at Starbucks Coffee Company, Kate was hired on to the Global Mobility, Tax, and Immigration team at Starbucks where she managed domestic relocation programs for the US and Canada. Kate left Starbucks in 2022, joining the remote mobility team at The Walt Disney Company as a Global Mobility Partner, Manager, overseeing domestic relocation and US immigration for Disney’s corporate and technology business groups. In 2025, Kate returned to the service provider side of mobility as Director, Supplier Partner Experience at Altair Global. Throughout her career, Kate’s focus has been providing an exceptional customer experience; she prides herself on building trust and being a consistent and reliable subject matter expert. When the relationship between client and vendor operates as a true partnership, we empower our businesses to provide the best experiences for our relocating customers and their families.
Erin WeberCommunications
Erin joined the PRC Board in 2024 and currently serves as Communications Co-Chair alongside Rachael Schepemaker. A passionate marketer and storyteller, she has spent her career helping brands find their voice, both in-house and on the agency side. Erin also serves as President of the Puget Sound Relocation Council (PSRC) and is active with WERC's Momentum Mentorship Program. A born-and-raised Midwesterner, Erin relocated to Portland with her husband and doggo in 2020. Outside of work, she loves hiking and enjoying all of the PNW's beautiful nature, running and cycling, cheering on the Iowa Hawkeyes, and checking Portland bars and restaurants off her growing list of "must visit" establishments.
Rachael SchepemakerCommunications
With over a decade of experience in global mobility, Rachael Schepemaker brings deep industry expertise to every client relationship. She currently serves as Director of Marketing for WR Immigration, a top-ranked global immigration law firm, where she develops strategic marketing initiatives. Rachael is an active member of Worldwide ERC and serves in multiple leadership roles across regional mobility organizations, including Past President of the Rocky Mountain Relocation Council (RMRC) and Vice President of Women of Global Mobility (WoGM). She is widely recognized for elevating engagement, building community, and leading within the global mobility space. Rachael holds a bachelor’s degree in communications and is committed to fostering collaboration, innovation, and advocacy within the global mobility industry.
Ryan FrancisWebsite/Technology
Ryan Francis is the Vice President of Global Business Sales for Chipman Relocation & Logistics and brings more than 14 years of experience in the relocation industry, primarily within the household goods sector where he has held leadership roles in customer service, operations, and sales. He has been an engaged member of the Portland Relocation Council for the past eight years and looks forward to contributing more actively in support of PRC’s mission in the mobility community. Outside of work, Ryan is a dedicated family man and lifelong sports enthusiast. He enjoys spending time with his wife and two kids, and if it’s soccer season, there's a good chance he’s at a field somewhere… probably for the third time that week.
Heather GentryEvents
Heather is a native of the Pacific Northwest having grown up in the Vancouver area, attended college in Tacoma and landed back in Beaverton 25 years ago. She joined Relocity four and a half years ago as a personal host in the Portland area and is now an Area Operations Manager for the Bay assisting hosts with providing DSP needs from San Francisco to Fremont to San Jose. Heather joined the PRC in 2023 and has served on the Events committee for 2 years.
Bryan RiversSponsorship
Bryan is the Relocation Banking Program Manager at First Tech Federal Credit Union. He’s responsible for managing a suite of banking and lending products dedicated to US inbound transferees. Bryan has been helping transferees acclimate to the U.S. banking system since 2011. He partners with employers, RMCs, and others in mobility to help those transferees land on “both feet” (financially) as they enter the country. Bryan has been a member of PRC since 2018 and is involved with a handful of regional councils on the west coast including Puget Sound Relocation Council in Seattle. Bryan lives near Sacramento, California with his family and stays busy gardening, cooking outdoors and fishing. He enjoys watching his boys wrestle and play basketball and football in high school.

Ian brings over a decade of experience in global mobility, having worked on both the supplier and corporate sides. His career has been shaped by a deep understanding of the complexities of relocation, informed by seven years living abroad in Italy, the UK, and Turkey. This personal journey fuels his commitment to designing mobility programs that are not only strategic and innovative, but also empathetic and supportive of relocating employees and their families. His approach blends operational excellence with cultural sensitivity, helping organizations navigate the evolving demands of global talent movement. Outside of work, Ian enjoys cooking, history, camping, and spending time with his wife and two young children. Currently based in Eugene, Oregon, he has been actively attending Portland Relocation Council events since December 2022, and is excited to take on a more engaged role within the PRC community.
Scott O'NeillSupplier Membership
With over 25 years’ experience in the relocation and household goods industry, Scott has extensive experience assisting clients in providing innovative solutions for their mobility needs. Currently, he is the VP of Global Business Development for JK Moving. Scott is an active member of Worldwide ERC, as well as with several other regional groups and holds his CRP and GMS-T designations. In 2005, he founded the Portland Relocation Council (PRC) and served as their first President of the Board for five years. He is also the current Sponsorship Chair for the Puget Sound Relocation Council (PSRC). Scott is a graduate from Oregon State University with a bachelor’s degree in business administration marketing.
Joel HedgesCorporate Membership
Joel currently serves as a Lead Talent Mobility Analyst at Nike, where he focuses on developing strategic mobility programs that support employee relocation, engagement, and business objectives. While he is familiar with the challenges and opportunities facing organizations in today’s dynamic workforce landscape, he also knows how important it is to connect with community members within the industry: you can't solve local problems without local knowledge, and the corporate membership chair can help foster these connections. A lifelong Portlander, Joel is passionate about the city’s health and vitality—the more he travels the more he recognizes what a vibrant food, arts, and culture scene we have here, and how lucky we are to have such easy access to outdoor activities. Before joining Nike, he worked in microfinance in East Africa, and in physician onboarding for Kaiser Permanente. He currently lives in SE Portland with his wife and son (7) and daughter (4).
Sara JudyEducation
Sara Judy is a seasoned mobility professional with over 15 years in the relocation industry. Since joining Alexander’s Mobility Services, an agent for Atlas Van Lines, in 2016, she has managed global accounts for some of the world’s leading brands. Sara has also served on the Bay Area Mobility Management (BAMM) Board of Directors since 2012 and currently holds the role of Special Advisor. Her background spans corporate marketing, purchasing, and international business, having worked abroad in Budapest, Hungary, bringing a well-rounded perspective to client relations and mobility strategy. Known for her “whatever it takes” approach, Sara is trusted by corporate clients to manage complex relocations with precision, care, and exceptional service. She divides her time between San Francisco, CA and Greenville, SC, where she lives with her English Bulldog, Daisy Jane.
Anthony HughesEducation
Anthony Hughes is a Senior Account Executive for Rocket, where he has been for the last nine years. He is responsible for both account management and new business development in the relocation space – he is very active in his market and within the WERC association serving on many committees and forums, including being the Co-Chair for the Emerging Leaders. In 2025, he was named “Mentee of the Year” for the inaugural WERC Momentum Mentorship program. He specializes in mortgage/real estate knowledge, relationship building, and is a companion for DEI. Having previously sold real estate for 3 years and now working directly in the mortgage industry for the last 9 years, Anthony has a passion for his work and general excitement that is contagious to those around him. He enjoys working directly with his partners on policy benchmarking, hosting webinars and being a resource to those that are looking for a better understanding of the mortgage process. In his free time, you will find Anthony working on projects at home or trying out new restaurants in Detroit with his husband and son.
Laura PiferSocial Responsibility
Laura is the Director of Business Development for Paragon Corporate Housing and has been a part of the relocation industry for over nine years. Throughout her career, she has cultivated a deep understanding of corporate housing and relocation services, building strong relationships with clients and partners. Since joining PRC in 2015, she has been an active member and is excited to serve in her first board position in 2025. Based in Portland, OR Laura enjoys life with her husband, Garrett, and their son, Atlas. Outside of work, Laura enjoys attending various sporting events, including Oregon Ducks football and Portland Trailblazer games, as well as watching Atlas excel on the basketball court and football field. She also enjoys exploring Portland’s foodie scene, attending concerts, and finding time to dive into a good book.
Paul PolsinBylaws
Paul has over 12 years of experience in Global Mobility and Immigration in a variety of contexts, from selling temporary living to supporting high-value accounts in the RMC space or running a mobility program at a leading tech company. With expertise in sales and high-touch customer service, Paul treats stakeholders as partners and clients, focusing on the ROI of mobility—identifying efficiencies, reducing costs, and selling the program's value to leadership. Paul thrives on navigating complex landscapes, whether that’s a tricky tax compliance issue or a new immigration policy. That same appreciation for navigating complex terrain follows him out of the office. A true outdoors enthusiast, he spends his downtime recharging in nature, usually snowboarding down a mountain or exploring the backcountry. When not on the slopes, he would likely be dissecting a great film or reading an excellent book. |
